Eugene Armstrong was an American civil engineer from Michigan working in Iraq who was kidnapped along with two others on September 16, 2004. Responsibility for the execution was claimed by Abu Musab al-Zarqawi and his militiant group.

Cherubism Child

I don't have much info on the child, but he has a severe form of Cherubism (often mistaken as Cherbuism, notice the spelling difference), a rare genetic disorder which causes prominence in the lower portion of a persons face. While it can be minor and can show minor puffiness and minor tooth displacement, it can lead to something like what you see in the photo.
